On the one hand, having a nine year old carry a cell phone is great for safety but on the other, is it just another way kids are over connected? How did we survive in a time when we weren't constantly connected?
In this Time article here, they speak about the hidden negatives to kids and cell phones that parents often overlook for safety reasons:

I definitely can see both sides of the argument. There comes a point when too much interconnectivity can be a bad thing. I honestly do not think children should have Blackberry's or iPhones for that matter. However, when it comes to basic safety I think cell phones can play an intricate role in keeping parents informed. I sure know that if I would have had a cell phone at that age it would have helped put my parents at ease knowing that I was always just a phone call away.
